Subject: [PATCH 6/6] ext4: Move ext4_mb_{get,put}_buddy_cache_lock and make them static

These functions are only used within fs/ext4/mballoc.c, so move them
so they are used after they are defined, and then make them be static.

(Eric Sandeen submitted a similar patch but I wanted to keep commits
that move codes around as separate so they can be more easily
audited.)
