Add ENVIRONMENT section and describe behavior of MKE2FS_SYNC,
MKE2FS_CONFIG, MKE2FS_FIRST_META_BG, MKE2FS_DEVICE_SECTSIZE
and MKE2FS_SKIP_CHECK_MSG.
