Oh let me tell you about the good olde days :) No seriously, there is
nothing magical about it. Back when I wrote the test it seemed like good
point where to stop looking further in the history of ext4 mount
options. So it is likely completely arbitraty.

Realistically we only really care about the changes we might introduce
from now on. There is no point in testing older kernels with this I don't
think, so I could as well set it to something more recent which would
have the benefit of getting rid of more, most, or even all of the
kernel_gte() check if that's preferable. It's probably a good idea to do
so when I think about it.

Strictly speaking it's not about features but mount options and no, as
far as I can tell there is no way to reliably tell what mount options
are supported, other than just try it out, or look it up in the code.
