Subject: [RFC 2/7] ext4: Factor out size and start prediction from ext4_mb_normalize_request()

As a part of trimming down the size of ext4_mb_normalize_request(), factor
out the logic to predict normalized start and size to a separate function
ext4_mb_pa_predict_size().

This is no functional change in this patch.
