Subject: [PATCH 4/6] randstruct: Split randstruct Makefile and CFLAGS

To enable the new Clang randstruct implementation[1], move
randstruct into its own Makefile and split the CFLAGS from
GCC_PLUGINS_CFLAGS into RANDSTRUCT_CFLAGS.
