I've updated your diff as outlined above, and I've removed ncp_fs.h include from
compat_ioctl, as it is not needed anymore. I've also removed one
#include <linux/config.h> you introduced...

The ncp specific compat ioctls are clearly local to one
file system, so the code can better live there.
