Subject: [patch] Disable DETECT_SOFTLOCKUP for s390.

We got several false bug reports because of enabled CONFIG_DETECT_SOFTLOCKUP.
Disable soft lockup detection on s390, since it doesn't work on a virtualized
architecture.
