Subject: [PATCH 2/2] taskstats: cleanup ->signal->stats allocation
Allocate ->signal->stats on demand in taskstats_exit(), this allows us to
remove taskstats_tgid_alloc() (the last non-trivial inline) from taskstat's
public interface.
