    JFS: Fix conflicting superblock flags
    
    JFS_NOINTEGRITY and JFS_USRQUOTA are defined to be the same value.
    Change JFS_NOINTEGRITY to 0x40 and re-order the flags in the header
    file to avoid repeating this problem.
