Subject: [PATCH] i386, x86-64: show that CONFIG_HOTPLUG_CPU is required for suspend on SMP

It's not sufficiently documented that CONFIG_HOTPLUG_CPU is required for
suspend/hibernation on SMP.
Point out the non-obvious.
