By default it's enabled, but I've also tried with pci=noacpi without
success. That's why I reported the issue on linux-ide ;)

To recap, with ACPI enabled:

32bit: pata_ali gets IRQ 19, works
64bit: pata_ali gets IRQ 23, doesn't work, screaming interrupt

With pci=noacpi:

32bit: pata_ali gets IRQ 23, works
64bit: pata_ali gets IRQ 23, doesn't work, screaming interrupt

(as a side note: in this case pata_jmicron stops working...)

When ACPI is enabled IRQ mapping differs between 32 and 64 bit:
