Subject: [PATCH] usb: Enable hcd support on SH unconditionally.

Previous boards were likely seeing USB_ARCH_HAS_HCD selected by way
of PCMCIA or PCI, though none of those are required for hcd support
on SH. Enable support unconditionally.
