Subject: [PATCH 32/47] Update CRISv32 boot rescue Kbuild makefile.

- Remove old specific targets, use more generic ones instead.
- Use if_changed to avoid creating new images when no change.
- Use EXTRA_CFLAGS instead of CFLAGS.
