Subject: [PATCH 18/24] udf: convert UDF_SB_ALLOC_PARTMAPS macro to udf_sb_alloc_partition_maps function

- change UDF_SB_ALLOC_PARTMAPS macro to udf_sb_alloc_partition_maps inline function
- convert kmalloc + memset to kzalloc
- check if kzalloc failed (partially)
