This looks ok...
I'd expected:
[ 4216.175414] cpufreq-core: CPU 0: _PPC is 4 - frequency limited
Then it should be limited and get unlimited with e.g.:

AFAIK, max_freq should only get limited via passive cooling or explicit
BIOS limitation via _PPC.

The video driver is rather broken, especially on ThinkPads arbitrary HW
might get accessed, better blacklist video in modprobe.conf for now.
Probably unrelated, just to be sure...
Some strange frequency targets, min freq is 800.000 Khz, I wonder where
these values are coming from:

The bad seems to happen at the end at 17:59 (the rest of the logs should
be rather uninteresting). There the frequency gets limited to 800. Then
every about 2-3 (18:02, 18:04) mins something odd is happening:
The limitation falls away (2000 is allowed again) and ten seconds later
the frequency is limited again.
It already starts before...:
