Subject: [PATCH 21/21] ide: move PIO blacklist to ide-pio-blacklist.c

Move PIO blacklist to ide-pio-blacklist.c.

While at it:

- fix comment

- fix whitespace damage

There should be no functional changes caused by this patch.
