Subject: [PATCH 2/5] byteorder: add include/linux/byteorder.h to define
	endian helpers

In the new implementaion, __constant_le16_to_cpu, etc are no longer needed
as the base __le16_to_cpu will now get folded at compile time.  The __constant
versions can be removed over time...see the code comment.

__LITTLE_ENDIAN, __BIG_ENDIAN guards are now consolidated in the common byteorder.h
which means tests for one or the other can be removed from elsewhere in the tree.
