Am not reproducing on 2.6.26, so it's at least not just everyone. Normal 
floppy works fine here:

1474560 bytes (1.5 MB) copied, 48.1893 s, 30.6 kB/s
root@...e4:~# mount -o loop floppy.img /mnt/floppy
root@...e4:~# cat /mnt/floppy/FOO

root@...e4:~# dd if=floppy.img of=/dev/fd0
