Subject: [PATCH] cgroups: don't depend on CONFIG_MM_OWNER

The revoke patches, for example, select CONFIG_MM_OWNER independently of
cgroups. Therefore, don't depend on CONFIG_MM_OWNER in cgroup specific code.
