mem_cgroup_try_charge may return with memcg=NULL,
so __mem_cgroup_commit_charge should handle this case.
(mem_cgroup_commit_charge_swapin and mem_cgroup_cancel_charge_swapin
have already handled it.)
I acutually have seen a NULL-pointer-dereference BUG caused by this
in testing previous version.
