Subject: [PATCH] fbcon: don't inline updatescrollmode

Updatescrollmode is marked inline, but it's big and is called only from
non-critical codepaths (fbcon_resize, fbcon_switch, fbcon_modechanged).
Dropping it saves almost 800 bytes of text size.
