Subject: [PATCH] rcupdate: move synchronize_sched() back to rcupdate.c

this fix will increase about several hundred bytes to the kernel text
for rcuclassic.

but it will increase readability for rcupdate codes. and make
code tools happy(ctags, kernel-doc ...).
