md: cannot register extra attributes for md0

Having mdadm running as monitor at background and call mdadm
--stop and mdadm -C several times
can trigger this bug. It seem that after mdadm --stop return,
mddev->active is not zero and thus
`mddev_delayed_delete' isn't called.

    The kernel is 2.6.29.1 (iop13xx)
