Subject: [PATCH] perf_counter: Fix throttle/unthrottle event logging


Right now we only print PERF_EVENT_THROTTLE + 1 (ie PERF_EVENT_UNTHROTTLE).
Fix this to print both a throttle and unthrottle event.
