Subject: [PATCH 4/8] powerpc/qe&cpm: Implement static inline stubs for
 non-QE/CPM builds

This is needed to avoid ugly #ifdefs in drivers.

QE/CPM UDC and MPC8xxx SPI drivers will benefit from this change.
