This fixes these sparse warnings:
mm/kmemleak.c:1179:6: warning: symbol 'start_scan_thread' was not declared. Should it be static?
mm/kmemleak.c:1194:6: warning: symbol 'stop_scan_thread' was not declared. Should it be static?
