Subject: [PATCH 5/5] powerpc: Cleanup lib/Kconfig.debug

We don't need an explicit PPC64 in the DEBUG_PREEMPT dependancies as all
PPC platforms now support TRACE_IRQFLAGS_SUPPORT.
