Subject: [PATCH] doc: SubmitChecklist, add ioctls, remove OSDL reference

From: Randy Dunlap <randy.dunlap@...cle.com>

If a patch adds ioctls, then Documentation/ioctl/ioctl-number.txt
should also be updated.

Remove reference to the OSDL PLM build farm.
