OK, for all I know, powertop might need some adjustment to allow for
the presence of CONFIG_RCU_FAST_NO_HZ.

OK, so you further instrumented the hrtimer_sched_timer (or was it
tick_sched_timer?) to find the number that you were attributing to
rcu_needs_cpu()?
