The following patch is a refresh of the PM-QOS api.  It partially
addresses some of the perfromance issues with the API for hot path
changing of a parrameter by moving to a handle based list implementation
as opposed to the orriginal string compare based one.  It also changes
the API names from using "requiere" to "request" to match what is
actually implemented.

Also, included is a change to allow user mode ascii string's used
in addition to 32 binary integers as long as the string fit the
0xdddddddd format.


This patch is agains next-20100415.
