Subject: [PATCH 2/3] sparc: make driver/of/pdt no longer sparc-specific

Clean up pdt.c:
 - make build dependent upon config OF_PROMTREE
 - #ifdef out the sparc-specific stuff
 - create pdt-specific header
 - create a pdt_ops struct that pdt uses to call arch-specific prom routines
