Let me guess...

net/netfilter/nf_conntrack_core is compiled as a module, and ip_vs
statically (in vmlinux) ?

CONFIG_NF_CONNTRACK=m
CONFIG_IP_VS=y

We probably need some Kconfig magic ;)
