Subject: [PATCH 35/62] qlcnic: Use static const

Using static const generally increases object text and decreases data size.
It also generally decreases overall object size.

text data bss dec hex	filename
  12250 16443 2824 31517 7b1d	drivers/net/qlcnic/qlcnic_hw.o.new
  12312 16443 2824 31579 7b5b	drivers/net/qlcnic/qlcnic_hw.o.old

Changed qlcnic_nic_add_mac to take a const u8 *.
