time: Splitout compat timex accessors

Split out the compat timex accessors into separate
functions. Preparatory patch for a new syscall.

[ tglx: Split that patch from Richards "posix-timers: Introduce a
  	syscall for clock tuning.". Keeps the changes strictly
  	separate ]
