x86-32, fpu: Fix FPU exception handling on non-SSE systems

On 32bit systems without SSE (that is, they use FSAVE/FRSTOR for FPU
context switches), FPU exceptions in user mode cause Oopses, BUGs,
recursive faults and other nasty things:
