UML includes arch/x86/Kconfig.cpu which defines CONFIG_CMPXCHG_LOCAL automatically.
Just disabling CONFIG_CMPXCHG_LOCAL for UML is IMHO not very nice.
When chpxchg is available also UML should use it...
