Subject: [PATCH] cb710: fix #ifdef HAVE_EFFICIENT_UNALIGNED_ACCESS

HAVE_EFFICIENT_UNALIGNED_ACCESS is a config option, therefore it needs
the CONFIG_ before it when used by the preprocessor.
