Currently we already have pagefault_{disable,enable}() but they're
nothing more than a glorified preempt_{disable,enable}().
For -rt we want to make pagefault_disable() regions preemptible and
for that we need to complete the abstraction, replace the current
in_atomic() tests that are relevant to pagefault_disable() usage with
pagefault_disabled().
