 kernel/power/user.c: Replace unintuitive 'if' condition with 'else'

In the snapshot_ioctl() function, under SNAPSHOT_FREEZE, the code below
freeze_processes() is a bit unintuitive. Improve it by replacing the
second 'if' condition with an 'else' clause.
