Subject: sched, nohz: set the NOHZ_BALANCE_KICK flag for idle load balancer

Intention is to set the NOHZ_BALANCE_KICK flag for the 'ilb_cpu'. Not
for the 'cpu' which is the local cpu. Fix the typo.
