Subject: [PATCH 2/4] PCI: Allocate bus range instead of use max blindly
every bus have extra busn_res, and linked them toghter to iobusn_resource.
when need to find usabled bus number range, try allocate from
iobusn_resource tree.
-v3: support extend buses top.
