Subject: [PATCH v2 6/7] x86/trivial: Use is_ia32_compat_task

There are several instances in the arch/x86 code where we check if a task is
32 bit. However in most cases, this check has to be in #ifdef code.
This change provides a is_ia32_compat_task macro that can be called without
the #ifdef.
This is pure cleanup, no functional change intended.
