Subject: [PATCH 1/2] pinctrl: ifdef CONFIG_DEBUG_FS cleanup

Only provide prototypes for pin{mux,conf}.c debugfs-related functions
when both CONFIG_PIN* /and/ CONFIG_DEBUG_FS are enabled, otherwise
provide static inlines.
