3rd patch uses sysconfdir_SQ instead of /etc.

...

ifeq ($(prefix),/usr)
sysconfdir = /etc
ETC_PERFCONFIG = $(sysconfdir)/perfconfig
else
sysconfdir = $(prefix)/etc
ETC_PERFCONFIG = etc/perfconfig
endif

So, sysconfdir should be set to $(HOME)/etc in your case.
