Subject: [PATCH] perf: fix builds with NO_LIBELF set

Build currently fails:
$ make -C tools/perf O=/tmp/pbuild NO_LIBELF=1

Moving the dynsym reference to symbol-elf.c reveals that NO_LIBELF requires
NO_LIBUNWIND:
