Subject: [char-misc-next 12/15] mei: simplify preparing client host bus messages

Define a new parrent type mei_hbm_cl_cmd for hbm
command that are send on behalf of specific client
Now we can compat boilerplate code using mei_hbm_cl_hdr
function
