Subject: [PATCH v2 42/44] metag: Add JTAG Debug Adapter (DA) support

Add basic JTAG Debug Adapter (DA) support so that drivers which
communicate with the DA can detect whether one is actually present
(otherwise the target will halt indefinitely).
