Subject: [PATCH] compaction: fix build error in CMA && !COMPACTION

isolate_freepages_block and isolate_migratepages_range is used for CMA
as well as compaction so it breaks build for CONFIG_CMA &&
!CONFIG_COMPACTION.

This patch fixes it.
