Subject: [PATCH v3 36/44] Kconfig.debug: add METAG to dependency lists

Add [!]METAG to a couple of Kconfig dependencies in lib/Kconfig.debug.
Don't allow stack utilization instrumentation on metag, and allow
building with frame pointers.
