Subject: [PATCH 3/3] powerpc/pci: Enable pSeries multiple MSI feature

PCI devices support MSI, MSIX as well as multiple MSI.
But pSeries does not support multiple MSI yet.

This patch enable multiple MSI feature in pSeries.
